So when you plugged in the information for the reservoir, you must have written the reservoir storage capacity. This error is telling you that your volume elevation curve data must include a data point for the value of reservoir's storage capacity. It could also be a point above the storage capacity, since that would allow WEAP to extrapolate a value at the storage capacity.
