Kim,

You are correct in making sure to load the layer as WGS1984. That is critical to them displaying correctly. A few thoughts-

Does the shapefile use units of decimal degrees? (Versus degrees-minutes-seconds).

The other place of error could be in your Set Area Boundaries. If you right click on the schematic and click Background Image Layer, does the loaded map appear for the location you expected? If not, you may need to reset your Set Area Boundaries.
