Good day, I am unable to add a vector shp file. it keeps saying that it is open elsewhere.

It sounds like another program is trying to access the file. My recommendations would be to use Windows Task Explorer to close any other programs that may be accessing the file (like GIS software). You could also try placing the shp file directly in the WEAP model folder for your model. Finally, always ensure that .shp files are in WGS1984 projections.
